The idea seems to be about that mummers will be considered as Morris and
exempt but I have yet to see the words of this exemption in any
legislation................

It would be sensible - although this law is rather short on sense but it
would be a little hard on a group of musicians playing Morris tunes in a
session - who will of course still only be exempt if there are dancers
performing.
