They also may have "chosen" these conditions for other reasons. You're
judging good and evil, which is not the way Karma works and not a
particularly skillful way of viewing it. Remember what happened to
Adam & Eve, they got treated rather severely for doing the same thing
:-)

No one gets what they deserve, everyone gets what they've created, for
whatever reason, and not one spec of it has any quality of good or
evil or right or wrong, it's impossible for any individual to judge in
the way you are attempting to.

Also dwelling on the intricacies of Karma is not really a useful way
to spend your effort, the energies are better served in other
pursuits. However if it really disturbs your practice efforts perhaps
a little deeper study on your part of Scriptures and Doctrines
concerning Karma might help you resolve the dilemma within yourself.
