Is this a repudiation, or scapegoating?

Well, Barney did disavow that, acknowledging at the Hutton Inquiry that David
Kelly really did join in California, which was consistent with the story of him
being introduced to the BF by a US Air Force military person.  It would seem to
me that if there were _any_ aspects of this story that they might have wanted
to disavow, maybe "California" would be it.

Some do appreciate the sensitivity, and some don't.
