Apparently the National Assemblies have a great deal of leeway in
setting the process of selecting those who serve on such committees. 
Here in Panama, for example we have no problem with the election
process because our National Assembly has done away with balloting
altogether.  Our National Assembly directly names those individuals
who are to serve on cluster and regional councils.  The appointees, in
turn, name those who are to assist them.

The reason our National Assembly is able to exert such power could be
because it has few financial constraints.  About a month ago, I
visited our National treasurer, and I said that I wanted to make a
special donation in addition to my regular contributions.  When I
asked if there were any specific financial needs that were not being
met, she said 'no', but that if I wanted to earmark a contribution for
a specific need that I should contact some other committee or
institution.

Is anyone on this forum aware of any Baha'i committee or institution
what needs funding for some particular teaching or educational
project?  I enjoy being generous in prosperity because it beats the
hell out of being thankful in adversity.  I am specifically looking
for an institutional or committee need that is halted for lack of
funding, and that is needed for education, deepening, or teaching
work.

It would also be nice someone could let me know if the institution was
still actively sensitive to the needs of the community's voting
choices.
