There is a karmic element.  In 1980 the US spent all sorts of money, and got with some 
religious extremists, to destabilize the
Soviet government in Afghanistan.  It was to be 'their Vietnam'.  By 1990, when the 
Soviet Union was collapsing, and they left
Afghanistan to the Afghans, the US had little time or money for reconstructing 
Afghanistan.  In contrast, one or two of our
partners, these of the religious extremist variety _did_ linger in Afghanistan, and, 
at some point, the militia of their
indigenous friends, the Taliban, did take over most of the country.

To say that al Qaeda was born of the CIA, is to say nothing new at all.
