The Koran allows to marry girls before their puberty :

Koran 65.4 : And (as for) those of your women who have despaired of
menstruation, if you have a doubt, their prescribed time shall be
three months, and of those too who have not had their courses; and (as
for) the pregnant women, their prescribed time is that they lay down
their burden; and whoever is careful of (his duty to) Allah He will
make easy for him his affair.

And this three monthes period proves that was a sexual act, because if
it was not, no wait period is needed :

[33.49] O you who believe! when you marry the believing women, then
divorce them before you touch them, you have in their case no term
which you should reckon; so make some provision for them and send them
forth a goodly sending forth.

Sahih Muslim and Sahih Bukhari say (not suggest) that ayesha was
married when she was six years old (she still played with dolls) and
had her first sexual act when she was nine years old.

Others times, others customs...

But on that is based the marriage law in fiqh and in the Islamic
Republic of Iran ruled by the wilayat-i-faqih.
