You only have to state it once Jerry, then you are requested/expected
 (as you have been) to provide explination/justification/substantiation.

No Jerry....the common ground is to first establish if ANY ATTACK-
actual or intended- has transpired at all.

(*If* you are certain of an attack on the community/faith having taken
place then your obligation (especially in light of your Scenario
contribution)
is to contact the alleged victim (AO rep thereof) and report the incident
so that they can take further action. Your refusal to do so makes a mockery
of your Scenario process....and your claim to being a Baha'i)
