Michael Howard has drawn up plans to launch a direct attack on the prime minister's integrity when he delivers his response to the Hutton inquiry in the new year. In what will be the first major confrontation between the two men, the Conservative leader will concentrate his fire on Tony Blair, arguing that he and not the defence secretary, Geoff Hoon, was directly responsible for the decision to leak the name of the scientist David Kelly.
