Assemblies sworn to secrecy?

I just heard from a couple of sources that Local Spiritual Assembly and
Regional Council members now have to sign an affidavit that they will
abide by confidentially requirements.  Is this true?

Do you think the proliferation of suits and threats of such have
required the National to do this?

Are the Board Members and Councillors also bound by secrecy?  We do know
of such who spill their guts about individual Baha'is, so they must not
be bound by the same requirements that lesser administrators are.  --Cal
