25. Since Shoghi Effendi said in his Proclamation that the formation of the
First International Bahá'í Council (IBC) was a "weighty epoch-making
decision," why is it that the IBC is now considered nothing more than a
historical footnote in the progress of the Cause?

26. Since Shoghi Effendi called the IBC the "forerunner of supreme
administrative institution destined to emerge in fullness of time within
precincts beneath shadow of World Spiritual Center of Faith already
established in twin cities of Akka and Haifa," why is it that no trace now
remains of the IBC?

27. If the formation of the IBC was, as Shoghi Effendi stated in 1951, the
"most significant milestone in evolution of Administrative Order of the
Faith of Baha'u'llah in course of last thirty years," then why is it that
most Bahá'ís today have not even heard of the IBC?

28. Since Shoghi Effendi stated that the functions of the IBC would be added
from the time of its birth in 1951 "in course of evolution of this first
embryonic International Institution", then why has the IBC never evolved and
never taken on any additional functions?

29. What ever happened to the IBC evolving through stages of its
"development into officially recognized Bahá'í Court, its transformation
into duly elected body, its efflorescence into Universal House of Justice,
and its final fruition through erection of manifold auxiliary institutions
constituting the World Administrative Center destined to arise and function
and remain permanently established in close neighborhood of Twin Holy
Shrines" as Shoghi Effendi described in his 1951 Proclamation?

30. Why did Shoghi Effendi, in his 1951 Proclamation, "[h]ail with thankful,
joyous heart at long last the constitution of International Council which
history will acclaim as the greatest event shedding luster upon second epoch
of Formative Age of Bahá'í Dispensation potentially unsurpassed by any
enterprise undertaken since inception of Administrative Order of Faith on
morrow of Abdu'l-Baha's Ascension, ranking second only to glorious immortal
events associated with Ministries of the Three Central Figures of Faith in
course of First Age of most glorious Dispensation of the five thousand
century Bahá'í Cycle," when the IBC in fact never developed beyond an
obscure body of believers and, instead of evolving and developing, the IBC
was simply dissolved?

31. How come the IBC was dissolved, even though at no point in Shoghi
Effendi's Proclamation (January 9, 1951, cablegram) does he use the word
"dissolve" in his description of the stages through which the International
BahB'i council was to evolve?

32. How come the IBC never evolved into a Bahá'í Court even though Shoghi
Effendi said that it was an "essential prelude" in its development?

33. Why did the IBC not evolve into a Bahá'í Court even though, In his
cablegram of October 8, 1952, launching the world-embracing ten-year
crusade, Shoghi Effendi set for a goal "The establishment of a Bahá'í Court
in the Holy Land, preliminary to the emergence of the Universal House of
Justice."?

34. Why was the Universal House of Justice now sitting in Haifa elected in
1963 (without having been evolved from the IBC) even though such election
was not a part of Shoghi Effendi's ten-year crusade goals?

Note: use of the phrase "Universal House of Justice now sitting in Haifa"
does not mean that I accept that body's claim to be the Baha'i UHJ. It is
obviously not.
