This is about evening out the age of consent for homosexuals.  This IS
lowering the AOC, but this isn't really what I am talking about.  This
isn't really about lowering the age of consent, it is about equal rights
for gays.

Same thing.  It is about lowering the AOC for gays so that it is equal to
that of heterosexuals.

This is about a PROPOSAL to lower the AOC, not that it has been lowered.
