     Chemical can be easily reversed.  Surgical reduced recidivism to
3% among 900 hardened sex offenders in Danemark.  It blocks the
production of testostrone which causes aggression.  Thus a sex
offender subjected to that operation is LESS DANGEROUS than an average
male.  I think the best combination would be surgical castration plus
chemical therapy with constant monitoring for illegal testostrone
intake.

     I do not think prisons should be used as much as they are used
now.
