In the sentence above, "our enemies" are the enemies of "anti-rape 
activists". Those enemies concoct quite enough imaginary charges 
without feminists bungling, as they sometimes do, and handing them 
genuine criticisms on a plate. Hope that clarifies my meaning.

As for the Home Office and the UCR, I'll see what I can find in Library 
Land.
