If she really had self-control in this manner, she'd use two forms of birth control--ideally a barrier method of some sort and a chemical one (like nonoxyl-9 or the Pill). I'm all for making birth control as widely available as possible--and free to anyone who needs it and can't otherwise afford it. The social cost of raising kids people can't support would be much greater than distributing some free condoms with spermicide.
