  Lets look at the historical data

  Deficit as a % of GDP

  1993    3.9%  (Clintons First Budget)
  1994    2.9%
  1995    2.2%  (GOP Congress, Tax cut enacted)
  1996    1.4%
  1997    0.3%

  It wasnt until the GOP Congress was elected that the deficits were
eliminated. Hell Clinton didnt have a clue to when/if the budget would
be belanced until the mid 1990's. He kept predicting 10 years, 8
years, etc.. until the budget would be balanced

  But since you want to give him all the credit, I'll ask you for a
few policy/legislative actions he initiatied to warrant event a
significant fraction of the credit. I'll even help you

  The larest deficit in non inflation adjusted $. For What? For what
the voters claim they want..something for nothing. Pork filled farm
bills, DOD contracts in thier home districts, "feel good" social
programs, etc...

  Apparently you are not keeping up on current events. A major ($400B)
program was passed to help seniors with drugs, and the funding on
