Simple solution.  If you don't want to be preyed upon by the murderers
and rapist then don't smoke pot or write bad checks.  You don't get to
pick and choose your incarceration.  You loose that right the minute
you do something illegal.   You DO realize that jail time is supposed
to be a deterrent, right?

Personally I think prisons SHOULD be hard.  You got a prison with only
500 beds, sounds like it'll hold 1500 prisoners to me (sleeping in 3
shifts of 8 hours each) or better yet, 2000 prisoners (4 of 6).
Personal space? Forget it! 
You want fresh vegetables with your meal?  Grow them!  
TV? Read a book!
Air conditioning? Nope!
Each prison should be built around some type of manufacturing
facility.  The prisoners provide cheap labor, provide a service and
help defer the cost of their incarceration.  In return they get perks
while in prison (tv, cigarettes etc.) and earn money put aside for
them for their release (at a rate well below that of minimum wage). 
You don't work, you don't play and when/if you get out, you're broke.

And the pot smokers and bad check writers were just ignorant of the
law and shouldn't be held accountable?  I have absolutely no sympathy
for murderers and rapist.  But then I have no sympathy for pot smokers
and bad check writers, either.  Everyone is responsible for their own
actions(wild concept, I know).
