I am not certain if you are being serious or not, but I will answer you just
the same. It is because our government, legal system and society is based on
favors punative action over any type of reward system.

Bush's NCLB leaves all children in this country behind. To pass this kind of
legislation without any additional funding is absurd. But, what can we
really expect from a war-time republican president?
