People do not vote today because they are more and more aware they cannot
change anything by their votes. Who ever elected would follow the interests
of their sponsors not voters. That is exactly as it is.

However, in my system the people will not vote for their leaders. Best
leader will simply take the job but will be extremely responsible to the
people. On the other hand the people will directly establish the policy of
society on the first place the economic policy. That means they will
directly decide about incomes, taxes, and about the development of society.
No one would refuse to vote about that.
