When I went to elementary school 20 years ago, there was no mandatory civics classes. Yeah, we had "social studies", but that ain't the same thing. Another thing that can be done instantly is to encourage children to sign up for boy scouts and girl scouts. I know for boy scouts it is required to get three different citizenship merit badges (community, nation and world) before you can advance very far. That's worth at least something.
