Please cite your reasearch.  

In my mind, it is not a partisan issue.  It apparently favors new
politicians over old ones, and new ideas over old.

It is the sort of reform that would probably favor the Howard Deans
and Schwartzeneggers of the country... over Gores and Bushes.
