How much time do they need? All states already allow for early absentee
voting (or by mail), and some of them for several weeks prior to the
election. In most places it only takes a few minutes to vote, and the hours
the polls are open accommodates almost everyone. That is not the reason most
people don't vote or participate (in general). If you made it holiday most
of the non voters would just use it to find something else to do.
