I think you guys are close, but missed the mark slightly.
We should CHARGE everybody $200.00/year to vote. That way only people who cared would show up. That way the participants would have a direct stake in the process. I know we'd have to repeal the poll tax amendment to make this happen, but I see nothing wrong with a fairly administered poll tax.
