The problem with your scenario is people are dishonest and will theirfor give
false testimony to hurt others. their would end up being witch hunts.
it seems your system wants to eradicate creative  and artistic endeavors by
simply not allowing decent or apposing opinion that may evoke change for the
better or worse. majority rules is not necessarily good. i am not convinced
this is doable as a system. because it is based on honest accounting for
behavior without the realistic human propensity to lie. a higher spiritual
awakening is needed for any change for the better.
strife comes from false belief systems.
cooperation is efficient for all humans in the end yet selfishness based on
fear is driving our present world society. These things must be addresed first
