Is 400 pound man a conventional or weapon of mass destruction? A question to Mayor Luken.

Mayor Charlie Luken defended the actions of the police.

"It appears that the police responded appropriately and consistent with
their training," Luken said. "They'd been attacked with a deadly weapon - a
400-pound man."

I would like to ask the Mayor, is 400 pound man is conventional weapon or a
weapon of mass destruction. Should a man with weight above 300 pound get a
weight or weapon license. I think the Mayor do not know the difference
between overwieght and a pistol. Would the Mayor explain why did the his
policemen did not stop beating the man as he fall on the ground. Or did the
policemen are afraid that they will be shoot with excessive round of pounds.
In Every sport and situation in life, if your enemy is on the ground you
should stop beating him unless your in Cinncinnati and living under the
Mayor Charlie Luken.
By the way I did not know that drug user should be beaten and till death.
Would someone show me in which land in the world such laws are written.
