Gorbachev was president of America? When was that?

All I remember is how Reagan built up America's strategic defenses to
the point that Russia could no longer compete, so Gorbachev had to
capitulate to America's superiority brought about by Reagan.

Is that the post-Kennedy ugly Imperial America you were referring to?
