Very doubtful.  Even an idiot of a politician would have
known that the US would have to be attacked before taking
any action.  The US Navy was quite formidable, but the Army
was almost nonexistent.

It was a major job for Roosevelt to get this through; it
had only been a few years since legislation had been passed
prohibiting the sale of military equipment by the US.  The
country was very strongly isolationist.
