Since early in the 20th century, this has not been 
considered acceptable.  The squatters on the land
do not have the right to sell it, except as indicated
by eminent domain.  Even the trading of population,

This is exactly what the libertarians want.  And 10
million is more than the population of a lot of members
of the UN.
