Intelligent action, in healthcare or otherwise, REQUIRES
prediction of the future. Federally sponsored housing
projects, designed by the social workers and the like to
reduce crime, have become notorious crime breeding sites.
That the social workers considered that type of housing
to be good was not grounds for assuming that the ghetto
dwellers would agree.
