I agree.  The early democracies were Athens and Rome.  

It was revived during the Renaissance, starting in Italy,
although there were roots of it in some of the Germanic
states with their anti-clerical aspects, and many of them,
including the Scandinavian states and Switzerland, as well
as England and Scotland, had functioning parliaments.
