Speed limits are 90% revenue collection devices and 10% dangerous-driver reduction. Somewhere, maybe on an insurance site, there must be a table of how many people were busted for speeding by how much. I'll bet the VAST majority weren't going more than 10mph over the posted limit. That didn't make them dangerous "deadly criminals", just REVENUE for the State (and their insurance companies, who will massively boost their premiums).
