Criminals do us no such favors. State tyrants are infinitely more dangerous than civilian tyrants. The leading cause of death in the previous century was democide, the killing a country's citizens by her government. You look at the greatest murders of all time, Joseph Stalin, Mao Tse Tung, Pol Pot and they were state tyrants. A free state can not exist where the state is armed but her citizens are not.
