No,but they may be SAFER than the unarmed.
OR,better PREPARED for any trouble that might come their way.

But in the context he used,it means that those who are armed are your -
rulers-,you their subject,and you must follow their orders,under threat of 
force. (Mao said power comes from the barrel of a gun)

Just as you would have to for any criminal armed with a 
weapon(gun,knife,club,sharp object,etc.)
