True, but a militia supplies it's own equipement and arms, and requires no
pay or supplies unless actually deployed, at which point every effort will
be made to insure they are supplied with whatever they need to remain an
effective force in the field.

Actually, many states can field a half-assed militia. Many more can field a
well regulated militia.
