EU is not just large state, it is union of many political bodies.
Everyone of that states will resign from the same part of their
political sovereignty. Therefore, it's hard to use only population
numbers and ignore all other levels.

Current proposition is biig disapointemnt. It is a large step into
assuring EU citizens that France and Germany consider themselves EU.
It will also be large step into convincing people in places like
Poland that Nice was just the trick to make them vote yes, since Nico
voting system was used as a argument all the time that EU won't f* us
as it seem now it will.
