Then, why are you always suggesting it can?  Clearly, your statement:
"I'd have to say that the black market appears less efficient at
getting drugs into the hands of children than legal distribution
channels."  Clearly, you are suggesting that alcohol and tobacco are
#1 and #2 drugs used by children BECAUSE THEY ARE LEGAL.
