You presume wrong. Two totally different issues. A senator's main job
is to be supportive of the state he comes from. And they are. Every
state should have two. The House is based on population so that is
proportional which works since the two legistative bodies balance each
other out. If you want to get in the senate its just a state wide
election, by district for the House. No problem with that system at
all.
The problem I and many have is the single national election we have in this country, the election of the president, the little states can have too much an influence on the outcome which is unfair to the MAJORITY of people that live mostly in major population centers.
Actually, this is a compromise between the way the Senate is elected and the way the House is elected, as someone else pointed out. The EC results in the president being elected more democratically than the Senate, but less democratically than the House.
Personally, I think that's just fine.
