That's a good start.

Why?  Heroin is cheaper.  Of course, methadone lasts longer.  Other than that,
they are essentially equivalent.

In England and some other European countries heroin maintenance has worked
very well.  Why switch them to a more expensive but otherwise equivalent
opioid?
