I believe it is to maximize freedoms with laws that both protect responsible citizens while vigorously protecting society. A start could be to allow any adult to purchase pot should they choose. I would NOT be adverse to a licensing scheme to prevent people proven irresponsible from being able to purchase pot. Tax it to cover social costs and law enforcement... NOT for the general fund.... and raise penalties for any irresponsible use... and that would include providing pot to minors. Unlike mindless prohibitionary laws... such an approach creates a legal mechanism to link rights in these difficult to responsible behavior.
