I could only do that if I felt confident that the narcotics users were going to be remanded to treatment instead of being sent to jail.
I oppose drug abuse, but the last thing any drug addict needs is to contract HIV by being raped in prison.
One of the things that history finds so reprehensible about the East German State was its systematic use of informants. Allegedly, on the fall of the "Wall" something like 10-20% of East Germans were actively involved in this system. They did not call it a "police state" for nothing...
Of all the things I find reprehensible about the Communist regime in East Germany, its use of informants is among the least important. If the end result was that sick people would get the treatment they need, the list of American drug abuse "informants" would include every concerned mother and frightened spouse in the nation.
