My guess is that coffeeshops will simply either not ask for identity cards,
or will only *sell* to people with identity cards, but others will still be
allowed in the shops and any use of cannabis by those people will be
completely ignored.

And my prediction is that there will quickly spring up a black market in
counterfeit Netherlander identity cards, and that coffeeshops will not look
too closely at the cards.

And I also predict that there will no dearth of people willing to sell to
tourists at a slightly inflated price.

So this ruling will just ensure that more money goes to the unregulated black
market.
