Not in a Democratic Communism. You blathered Trotsky's nonsense, 
and it was so then, as now. 

Democratic Communism only needs to make people work and not be
parasites, it doesn't need to silence them from democratic 
participation unless they agitate against obeying the existing 
laws. 

Them having the right to vote and argue publically is an inherent
guarantee of Democratic Communism.
