Why are you asking me this in a response to Phil?
And I'm not sure that most adults in the US don't use illegal drugs, if you
include illegal use of legal drugs.
But I think the main reason is that most people prefer alcohol.
But the fact that a majority don't engage in an activity doesn't provide a
reason to ban that activity.
Should be ban surfing because a majority of adults in the US don't surf?
Should we ban rock-climbing because a majority of adults in the US don't
climb rocks?
Should we ban motorcycles because a majority of adults in the US don't ride
motorcycles?
