Getting the follicle only gets recent use -- not much better than pee tests
or blood tests.

The sinister part of hair tests is that some drug metabolites are captured
in the hair shaft itself, and the longer since your last haircut, they longer
the history available.

The fastest growing hairs are the most useful (i.e. head and beard hairs) but
presumably body hairs could be used as well.
