No, if a cop tries to collect a fine he is definitely on the take.

And reporting is the right thing to do, but it can have consequences depending
on the jurisdiction.  Note it would be your word against the cop's, and he
would deny everything and claim that, at best, you had misunderstood what he
told you.  And in some jurisdictions you could be in for additional hassle
from the same cop or his buddies because "civilians" are not supposed to do
anything but what a cop tells them to do.
