This is wrong. He was in court saying that at the very least, 4 counties 
needed to be recounted and amended. At no time during the contest phase 
did he ever seek to restrict the recount to a limited number of counties. 
That was Bush.

No, his request was legal. You are entitled to contest only specific 
counties. However, the statutes and the consent decree both mandated 
state-wide recounts at that stage.

How so? I can find nothing in the statutes (ie the part of the law the 
Legislature writes) that indicates anything of this sort.

Seminole, Dade, Taylor and Hamilton. These are the ones I know of. Other 
counties conducted recounts as well. I don't know who requested those. In 
Polk I believe the decision was made independently by the canvassing 
board.

Because he wasn't required to do so. However, when 2 different courts 
ruled that there would be state-wide recounts as mandated under law, Bush 
appealed those rulings. Gore didn't. The simple fact is that once Bush 
got his 4 counties to drum up enough extra votes for him, he was 
determined to prevent the same thing happening for Gore.
