It does mean something. Even though Gore publicly said that he wanted all
votes to count, he was in the court system saying that all ballots do not
need to be recounted. At no time did he ever file a protest or contest that
would have recounted all ballots in the state.

I don't know about a consent decree, but the fact still stands that Gore was
asking for a partial recount of ballots. As you point out, his request was
for an illegal recount.

Under direction from the FSC, Lewis issued an order for a statewide recount
of the undervote. In the margin of a memo, Lewis wrote that Charlotte County
should set aside the overvote ballots that contained a "legal" vote and he
would make a ruling. According the Florida Legislature, this would still be
a violation of Florida Code as they wrote it.

I have yet to see any source that said the Bush had 4 counties recounted.
