It's mandated when the voters are mostly Negro and the polls show that
Republinazis are slated to win the district.

I saw a claim a couple of days ago in these newsgroups that the massive
voter fraud and corruption in Florida was "a myth."  And to "prove" it
the claimant posted some newspaper article.  Apparently in the Republican
mind the truth all disappears when they read something in a paper that
backs up their beliefs that their Furher was some how elected.
