The Diebold memos reported that the "most likely" explanation was that
some one or a group of people were running around Florida with
doctored memory cards. This is a state where the person who received
the fraudulent votes is the brother of the governor. If it had been
Gore who received the extra votes, and Bush2 who received the negative
votes (decrements to his tally), law enforcement (FBI et al) would
have flooded into Florida like god's avengers; Congress would have
demanded a re-polling.

According to Diebold, someone used Diebold memory cards to decrement
at least 21,022 votes from Gore's tally, added several thousand to
Bush2's, and several score to other presidential canidates. That's
just the voting fraud that was detected: the actual extent of the
fraud will probably never be known.
