I sorry too. But you wrong. The complaint specifically mentions election 
improprieties in 4 counties: Dade, Nassau, Broward and Palm Beach. 
However, under "Universal Relief" they request: "A. Order that the 
Elections Canvassing Commission ammend its November 26, 2000 
certification of the votes received by the electors of Al Gore and Joseph 
Lieberman and George W. Bush and Richard Cheney to report the true and 
accurate results of the election as determined in this proceeding."

The Florida statutes in effect in 2000 provide the circuit court judge 
leeway to fashion any remedy.

Title 9, Chapter 102.168 (8): The circuit judge to whom the contest is 
presented may fashion such orders as he or she deems necessary to ensure 
that each allegation in the complaint is investigated, examined, or 
checked, to prevent or correct any alleged wrong, and to provide any 
relief appropriate under such circumstances. 

Terry Lewis ordered a state-wide recount. Gore accepted that ruling. Bush 
went to federal court to have it overturned. Period.
