Because the manual recount only recounted hard-copy ballots. The GES 
machines didn't leave a paper trail (and still don't). There is nothing 
to recount either manually or otherwise. You plug in a memory card to a 
counting computer - you get a number for each candidate. You plug in 
second card, one candidate loses 16K votes, and poof - what can you do? 
Well, other than make sure as many people as possible are using those 
same machines 4 years later.
